Angie currently serves as the Total Rewards Manager for Oregon Metro. Angie worked for the City of Hillsboro in Human Resources for 19 years prior to making her move to Metro. She holds a Bachelor’s Degree from Portland State University and comes from a family of public servants. She joined the Oregon Chapter Board to help grow the human resources field in the Portland regional area. Angie has spent nearly 20 years as a volunteer for the American Cancer Society’s Relay for Life where she held the position of Chair for the Relay for Life of Hillsboro for 6 years. She is passionate about finding a cure for cancer and honoring those who have battled and lost their fight to cancer. She has also volunteered for the Leukemia and Lymphoma Society for 6 years in various roles.
Christina is Labor and Employee Relations Manager for Metro. A recent transfer to the Portland area, Christina practiced Labor and Employee Relations for the State of New York for much of her career. In addition to leading collective bargaining negotiations, Christina investigates, responds to, and resolves employment discrimination complaints and union grievances. She enjoys working with managers to find solutions to improve employee performance and increase job satisfaction and retention.
Christina holds a Bachelor of English degree from Mount St. Mary’s University, Los Angeles, and a Juris Doctor from the University of Notre Dame where she was Book Editor of the Journal of College and University Law. Outside of work, Christina loves to travel and regularly attends music events.
Debra Bullard, PSHRP-SCP, SHRM-SCP, is Human Resources and Risk Manager at the City of Tualatin. In addition to her HR generalist responsibilities, Debra is also responsible for risk management, property and liability insurance, and safety. Debra earned a Bachelor of Science degree in both Business Administration and Business Management from the University of Phoenix and has received her Master’s in Liberal Studies - Human Resource Management through Fort Hays State University in Kansas.
Brandi Leos, PSHRA-SCP, PHR, is Human Resources Manager for the City of Bend. Through traditional employment, consulting work, and volunteerism, Brandi has supported a variety of cities, counties, and districts throughout Oregon. She holds a bachelor's degree in Business Management and Human Resources and has served on the NW Public Employees Diversity Conference planning committee. Brandi has testified in a handful of interest arbitration hearings as an expert compensation witness for strike-prohibited union negotiations. Brandi has a passion for labor and employee relations and prides herself of finding creative solutions to workplace problems.
After becoming a chapter member with the Oregon Chapter in 2014, she joined the board in 2015 and was elected as an officer in 2018.
A life-long Oregonian, Brandi enjoys spending time outdoors any time of the year.
Michele is HR Operations Manager for the City of Salem. She came to the City in 2015 as a Sr. Human Resources (HR) Analyst, focusing on employee relations. In 2017 she became the HR Operation Manager responsible for the operating policies and processes of the HR Department. Recently, the HR Department became a division of the new Enterprise Services Department.
Michele remains the HR Operations Manager and is responsible for Employee and Labor Relations, Payroll, Benefits and the HR Operational policies and procedures. Michele has also obtained her Certified Labor Relations Certificate from the Public Employer Labor Relations Association. Prior to working at the City of Salem, Michele worked in a variety of manufacturing industries across the United States, from Aviation to Agriculture as a HR Director. In Michele’s free time she is passionate about volunteering her time to youth organizations such as 4H and FFA, as a resource leader and contest judge.
NANCY BODEN-ROKUS
Nancy has 24 years of experience in the Human Resources field. She currently serves as Senior Benefits and Leave Analyst for Washington County; previously at the City of Beaverton for 7 years with a focus on Benefits and Wellness. She has two Human Resources certifications – Professional in Human Resources (PHR) and Society for Human Resource Management-Certified Professional (SHRM-CP). She has served as Secretary for two boards of directors and as a board member for 8 years.
ATIRA KIM
Atira is an Employee and Labor Relations Analyst for the City of Hillsboro; she previously was at the City of Beaverton for more than 11 years. Her role is focused on employee and labor relations, which includes but is not limited to: addressing employee concerns, contract interpretation, policy updates, conducting investigations, and coordinating employee appreciation events. She has a Bachelor of Arts degree in Political Science from the University of Oregon and a Master of Arts degree in Conflict Resolution from Portland State University.
Jim Loeffler, IPMA-SCP, SHRM-SCP, served as Human Resources Director for the City of Oregon City from June 2008 until his retirement in 2018. Prior to joining Oregon City, Jim worked in Human Resources for Multnomah County and facilitated undergraduate Management and Communications courses for the University of Phoenix Portland campus. He has more than 37 years of public service in both federal and local government in various capacities throughout the world. Jim holds a Master of Science degree in Human Resources Management Systems from Chapman University and a B.S. in Engineering from the U.S. Naval Academy.
STACY RUTHRAUFF
Stacy Ruthrauff is currently the Human Resources Director for the City of Tualatin, where she has served for the past six years. She has over 20 years of experience in public sector Human Resources operating in a variety of roles including classification and compensation, recruitment, employee relations, labor negotiations, safety and wellness, risk management, benefits and diversity, equity and inclusion. She holds a Master of Science in Organization Development (MSOD) from the University of San Francisco and is a Certified Labor Relations Professional (CLRP). She has a strong passion for her work as a Human Resources professional, continually searching out new and innovative methods to maintain employee engagement while seeking to increase employee job satisfaction.
Stacy’s personal interests include spending time with her family, traveling, and all things outdoors including hiking, camping, skiing, and star gazing.
VICTORIA VYSOTSKIY
Victoria is Human Resources Business Partner for the Clackamas County Human Resources Recruitment & Selection Division. With nearly 25 years of experience in public sector Human Resources (HR), over 15 of which have been focused on Recruitment & Selection, she brings extensive knowledge and a deep commitment to advancing HR practices that meet the unique needs of public sector organizations. Victoria started her HR career at City of Tucson in Arizona, where she spent nearly seven years working in Recruitment and Classification. She moved on to the Arizona Superior Court in Pima County, before relocating to California. Her recruitment and classification experience continued with the City of Sunnyvale, and in 2011, she moved with her family moved to Oregon, where she joined the HR team at Clackamas County, serving in an HR Generalist role for four years before returning to her preferred focus area of Recruitment & Selection, where she has remained ever since. She has been involved with the Leukemia & Lymphoma Society (LLS) for several years, and serving as co-chair of this year’s LLS Adult Leadership Team for the Student Visionaries of the Year (SVOY) Fundraising Campaign alongside my older son. She is deeply passionate about supporting LLS’s vision of creating a world without blood cancers.
